Job Description:

Manages the activities of both Processor teams within the payroll department in carrying out responsibility for payroll preparation/processing and responsibilities such as tax reporting, benefits-records administration, or payroll systems maintenance.

HOURS PER WEEK: Exempt

  • Regular hours entail 9:00am - 5:00pm, Monday - Friday
  • Must be flexible to meet department needs

FUNCTIONS:

  • Assists in the development and maintenance of a structure and system for meeting agency’s payroll needs
  • Directly supervises Supervisors consisting of Payroll Processor position
  • Responsible for overseeing bi-weekly payroll of 700+ employees.
  • Manages the activities of payroll processing teams in carrying out responsibility for payroll preparation/processing.
  • Work with medical broker to be aware of benefit changes effecting payroll
  • Work with HR Team to verify accurate data entry for: new hires, position changes, terminations, benefit insurance plan and retirement plan deductions, 401(k) loans, etc.
  • Ensure accurate and complete timecards for preparation of payroll processing, including verification of supervisor approvals and supplemental earning entries.
  • Manage, audit and award paid time off balances within timekeeping and payroll systems according to company benefit policies as outlayed in the Employee Handbook and Union Contract.
  • Manage, verify, and report accurate accruals; Research time off inquiries and communicate findings to staff and/or supervisors.
  • Exercise judgment to plan and process the agency’s bi-weekly payroll; Includes oversight of investigating paycheck errors, creating manual checks & voids/reversals, imputed income, payroll deductions, 401k transactions
  • Perform regular preventative audits for all benefit plans Ex. Medical, Dental, Life, Vision, 401(k), 401(k) loans, GTL
  • Completes and maintains accurate payroll data reports as required for compliance reasons or as requested Ex. Affordable Care Act, Annual 5500 census, W2, etc.
  • Required to seek out and attend compliance update training for the Fair Labor Standards Act, Affordable Care Act, ERISA and any payroll, tax or Department of Labor.
  • Assist in training new supervisors on payroll responsibilities

  • Manages the activities of payroll department in carrying out responsibility for payroll preparation/processing
  • Acts as Payroll System Administrator and liaison to payroll service company by seeking out feedback from staff and resolving concerns or needs to payroll service company while keeping strong communication to HR Manager; and by setting up taxes in new jurisdictions, new company codes, new benefit codes, benefit eligibility rules, etc.; Work with medical broker to be aware of benefit changes effecting payroll

Experience and Skills:

  • Associates Degree required with concentration in Accounting or related degree and at least 7 years experience processing payroll with working knowledge of NYS Labor Laws and Fair Labor Standards Act or Bachelors Degree required with concentration in Accounting or related degree and at least 5 years experience processing payroll with working knowledge of NYS Labor Laws and Fair Labor Standards Act
  • Highly proficient in MS Office and web-based HRIS systems. Working knowledge of Paylocity is preferred.
  • Experience supervising payroll.
  • Excellent organizational skills. Must be able to complete tasks independently.
  • Excellent attention to detail typing skills/numerical ability/data entry
  • Excellent communication and organizational skills and ability to work in a flexible team context.
  • Must have ability to not only understand but be able to explain paycheck information and calculation methods to supervisors and staff
  • Demonstrate ability to perform duties with minimal supervision and to exercise greater judgment.
  • Ability to handle confidential material in a responsible manner.
  • Valid NYS Driver’s License.
  • Vehicle required: Must be safe and dependable.
    • Mileage, Tolls, & Parking are reimbursed through agency payroll.
  • Ability to travel to all agency locations as required.

PHYSICAL REQUIREMENTS:

  • Word processing: Including responding to e-mails, composing letters, completing computerized documentation, transcribing minutes for meetings, etc.: This involves sitting at a computer for a minimum of 5 hours and could be up to 7 hours a day depending on program needs
  • Completing paperwork -Such as copying, stapling
  • Answering phones, processing mail, filing, lifting packages
  • Ability to travel to all Cayuga Centers program sites
  • The employee must occasionally lift or move up to 50 pounds
