Job Description:

SUMMARY OF RESPONSIBILITIES:Review case files to ensure "the golden thread" of treatment, is there engagement, medical necessity, compliance (agency, state and federal) and efficiency. This position will report to the CQI Compliance Manager regarding any and all compliance related concerns. Furthermore this position will be responsible for providing detailed recommendations to staff in order to improve treatment and better the consumers’ outcomes.



  • Complete file audits on agency programs and departments.
  • Keep staff up to date on any and all changes to file maintenance in their department.
  • Able to interpret policy and procedure to maintain proper file compliance.
  • Keep up to date with the Council on Accreditation (COA).
  • Report back to department heads on audit review.
  • Bring information back to CQI team for discussion.
  • Give departments deadlines to meet compliance standards.
  • Work in partnership with the File Specialist to create and maintain a file tracking system.
  • Track and measure individual employee and program performance applying standards contained in the  NYC ACS Foster Care Scorecard Methodology.
  • Act as liaison with our NYC partners at ACS, COFCCA, and OCFS.
  • Attend required training.
  • Read required books.
  • Responsible for complying with rules and regulations governing access to Protected Health Information under HIPAA.  Access to Protected Health Information is limited to the extent required to perform responsibilities effectively and efficiently.  No access will be permitted unnecessarily.  The essential job functions as described, herein, dictate the level of access, use, and disclosure of confidential information.
  • Perform other duties as requested by your immediate supervisor or the Chief Executive Officer.




  • Word processing: Including responding to e-mails, composing letters, completing computerized documentation, transcribing minutes for meetings, etc.: This involves sitting at a computer for a minimum of 5 hours and could be up to 7 hours a day depending on program needs.
  • Lifting of Agency file books - weighing approximately 6-8 lbs. each - 5 inch binders
  • Completing paperwork -Such as copying, stapling as needed.
  • Answering phones, processing mail, filing, lifting packages as needed
  • Walking up/down stairs


Experience and Skills:

  • Master's degree in related field required.  
  • Minimum of two years of compliance experience in New York City foster care and NYC Administration for Children’s Services Foster Care Scorecard methodology required.
  • Experience with nonprofit social services required.
  • Proven maintenance of high quality record keeping, along with the ability to analyze and evaluate files and determine necessary steps of action.
  • Strong writing skills with the ability to proof read and edit.
  • Strong ability to work independently as well as with a team.
  • Ability to manage time effectively and multitask with the ability to stay highly organized.
  • Excellent communication and interpersonal skills.
  • Advanced knowledge in Microsoft Office Suite and the NYS OCFS Connections database and willingness to learn other programs.
  • Ability to handle confidential material in a responsible manner.
  • Ability to travel with little notice to all agency locations.
